As per Sec 15 :

(2) The value of supply shall include

(d) interest or late fee or penalty for delayed payment of any consideration for any supply;

 

Thus, If the supplier received interest on said supplies then its also considered as supply as said section.

 

But, it's not a supply if interest PAID
