Using Residential Property for Business Purpose

Is a sole proprietor/ partnership firm operating its business from his/ her home (not the owner of property) is liable to pay GST?

*No rent agreement is executed. Consent Letter/ NOC is obtained from the owner of the property.

As on date no clear rules over such issue. But if the owner is close relative...... no issue of rent or GST over same, would arise.
