If tax deducted u/s 192 is short or excess than how will it adjust.

if its only deducted and not paid then return the excess tax deducted. if paid then no scope but u have to pass the same to persons, they only can claim it in their returns filing.
in prapotion to the tax recovered , however it is not to be compensated from the one vendor to another each and every vendor is suppose to be taken as differently
