If I am an unregistered dealer in GST my turnover does not exceeds 20 lakh, can I purchase goods from outside the state? Similarly, if I am in a composition scheme can I purchase goods from outside the state?

Import of goods consider Inter State Supply.....
Inter State Supply is liable for registration and there is no threshold limit available........
Composition scheme is not available for Inter State Supply....
