after due date (31.08.2019) income tax return file tds refund can claim??

Of course sir. You please file return afap even if taxable income is nil. You MAY have to pay late fee for belatedly filing return.

You can definitely claim TDS refund.

Yes... You can file and Claim refund for the TDS amount...

We can file belated return on or before 31st March 20 for the AY 19-20.

(Check out the late fee as per sec 234F).
