Is tds applicable on inland haulage charges , and what about tranfportors details in tds return,

what is inland haulage?
If transporter provide PAN no., then there is no need to deduct TDS otherwise 20% TDs is suppose to be deducted . In my opinion same provision will be application to inland trasportation i.e.
inland haulage
