All commonication bills which you mentioned are not TDSable But what the service providers do is Collect Service tax which is included in the bIll and they remit this into IT.

How service tax will be paid to IT. I didnt understand what you are talking

As per skycell case law, it is not taxable under technical service/194J. But does it come under section 194C. contract services. I think 194C will not be applicable.

But I need experts opinion on this with some case laws. I am preparing a letter to IT.

tds is is not applicable on telephone / broadband services and the same has been clarified by exper aditya maheswari on 20.07.2010 in this forum. u can browse it on that date.
