Check once again the PAN of the last deductee you entered in the software.

seems like u were trying to revise TDS return, in that case the error means u changed the pan of deductee without marking the "PAN Update" correction type, hence the PAN in the revised return is not matching with the original return and due to non marking of "PAN Update" Correction in revised return NSDL will not revise the pan of deductee
