please advise for % of interest on late tds deduction

As per section 201, Interest levied at 1% for every month or part of a month on the amount of such tax from the date on which such tax was deductible to the date on which such tax was deducted.

sir,

my friend is a NRE , he has no income in india, during the year 2016-17 he was bought one car worth 16,00,000/- as own. The dealer has deduct a sum of amount 16000/- as tax . He has no ther income in india, Is it he can claim that TDS amount?

Yes, by filing (Nil) income tax return corresponding to the financial year.....

but purchase of that Car we need to disclose made by nre account withdrawals right sir?

Not necessarily, but should be justifiable........ may be from NRO accout........
