if any person is registered under gst but his turnover is less then 20 lcs than he is liable to pay tax or not??

Once registered...... the tax payer has to collect GST over any taxable suppy from the receiver and pay the same to treasury........... No basic exemption available for tax collection to RD....
If registered under regular scheme, one has to pay the tax irrespective of his turnover
