Succession certificate process

under will of the deceased it was written that ,all my wealth will go to trust for the welfare of my disabled daughter only & the trust shall be formed by Mr. A and he shall be the trustee/settlor. can Mr. A apply for succession certificate of the disabled daughter as Mr. A is the nearest surviving family member for daughter?
