If the SRN of Form 23B is not available or in case information by auditor to ROC in Form 23B is not required to be filed, you may enter Z99999999

Yes, it is necessary to fill SRN  of form 23 B however at the time of making it compulsary, as mentioned by Mr. Vaibhav Shukla, it was provided that string Z99999999  can also be filled at that place., in order to facilitate the annual filing.

 This exemption was given last year, but now the companies thould fill the SRN no. of duly filed e-form 23B.
