As per my opinion , you should start New Bill book with new Sr.no 1 form 1/4/2019 . read rule 46 (b) of the CGST rules 2017. you can take others opinion also.

For the fy the series & number should be unique.
Eg ;: A10011 is first bill no for the fy , then for the whole year you cannot issue the same bill no.

Yes, u can if your bill series as below format..001,002,003 or 1,2,3. But if your bill no or invoice number is 001/18-19 or 1/18-19 is in this format, you can't.
The important thing is to have UNIQUE serial numbering of the Invoices. There are no restrictions. But a new series helps and a better choice for accounting purposes as it brings clarity in maintaining accounting records properly.
