Auditor refuse to accept audit in absence of share certificate how and where can print

I can print share certificate if you want
First thing I want to know if the share certificates are not printed then if the subscribers have remitted money to companies's account or not.
If company have filed declaration of commencement of business.
If not then there's high non compliance.
