Yes you can set off IGST against CGST and SGST
Yes, you can. However, you have to consume IGST input tax credit first.
Yes..... everything is use vise versa, except cGST and Sgst can't be sett off with each othera

Yes you can set off the liability of igst with cgst and sgst but you can't set off the cgst with sgst . sgst with csgt.
