under this section it is written
shifting of industrial undertaking to any area other than Urban area
so what does other than urban area means? rural area or any other urban area other then that urban where intially we held the property ?

Condition is "ANY AREA OTHER THAN AN URBAN AREA"
so, any urban area other than existing is also not allowed.
“Urban area” means any such area within the limits of a municipal corporation or municipality as the Central Government may, having regard to the population, concentration of industries, need for proper planning of the area and other relevant factors, by general or special order, declare to be an urban area for the purpose of this section.
