one salaried person if his tax has been deducted in the old regime, can he file in the new regime and can it be changed again next year. please suggest me.

Yes if in Form 16 the employer has deducted tax under old regime the taxpayer has an option to opt for new regime while filling of his return & the difference in tax liability might occur
