scrap dealer

I am a scrap dealer and purchase locally for other person who collect paper, iron and plastic from home to home. I collect from these person who collect from home in bulk and then I sale my scrap in rajasthan and outside rajasthuan by truck. please suggest if I come under RCM because these dealer are not registered and my daily purchase from them is above 5000 and what is tax rate on iron, paper, plastic scrap.
