if I samples distributed zirro rate then GST applicable ? or not
if not applicable then can I reverse ITC on samples?

yes on zero rated supply gst is applicable

sample distributed on no cost basis because it is a sample s then also GST applicable

yes then also, with the sample cost u have to bear gst cost also
