Absolutely yes, you can sell to an unregistered dealer. All you have to do is to charge normal tax and show it properly in your returns.

then why most of distributors are not supplying goods to retailers without GST no. all over india.
Seller should not have any problem in selling to unregistered dealer. However, if still they deny to supply to unregistered dealers, they should be reported immediately
