If a composition dealer(retailer) buys goods from another composition dealer(wholeseller) then Retailer needs to pay Tax under reverse charge on purchases made from wholeseller?

No. As wholsaler is registerd person.
PS. From 13/10/2017 rcm on unregistered purchase is suspended till March 2018.
