Is reverse charge applicable on purchases from unregistered dealer in August ,...after the notification under 22nd GST council meeting..???

Yes,
Notification suspending RCM u/s 9(4) released on Oct 13,
so prior to Oct 13 RCM continues to apply u/s 9(4)
