Quick Summary
This discussion addresses the consequences of filing GSTR-1 and GSTR-3B late, specifically from October 2019. Filing current returns is blocked until previous ones are submitted, incurring significant penalties, late fees, and interest. Crucially, the deadline to claim ITC for the 2019-20 financial year has passed, meaning suppliers who purchased from the poster cannot claim their Input Tax Credit, leading to substantial losses for both parties.
You can not file your current GSTR-3B until previous period is not filed... there is huge amount of penalty bcoz your return is pending since October 2019, better to consult with professional

What happens to the recipient who have claimed ITC but GSTR filed by supplier after september annual cutoff date ?
The last date to claim ITC for 2019-20 is already expired hence the traders who had purchased from you will not be able to claim such ITC. WIth respect to your GSTR-1 and GSTR-3B, you can file them now but interest, late fees and penalty will be applied
