regarding transportation expenses

Dear sir,

we added transportation charges in tax invoice. is it gst chargeable?

if yes then how?

if goods have different GST rate than highest GST rate in applicable.
eg:
item1 12%
item2 18%
item3 28%
than
transportation charge 28%
