For Example if X(individual) purchase property from Y(NR) and Z(resident Indian) , Property value 2 crore. 1:1 share. date of payment and tds payment on 05-01-2019.For Z tds pay under 26qb and get tds certificate 16b within one or two week and Y pay under 195 and filled under 27q
My question, For Y will wait the tds certificate until Quarter ending i.e 31-03-2019. is there any option to get tds certificate within one or two week like Z.

You have to wait till Quarter Ends. There is no Provision in Law of filling of statement before completion of quarter.
