if composition dealer purchase goods from unregistered dealer , is he liable to pay under RCM

yes, but the said rule has been suspended till 31/03/2018.

Hmm sorry section 9(4) is suspended... Thus no need to pay rcm on purchase from Unregistered dealer... Only section 9(3) is in force which is not applicable to u
