Is RCM appplicable on freight charged of transportation of exempt items?? If yes then at plz tell rate?

Carrying-
agricultural produce
milk, salt and food grain including flour, pulses and rice
organic manure
newspaper or magazines registered with the Registrar of Newspapers
relief materials meant for victims of natural or man-made disastersdefence or military equipment....
Otherwise The GTA services is Taxable and Recipient ll be pay Tax under RCM basis @ 5%
