The government has withdrawn the RCM atpresent., is it necessary
to pay tax for purchase from unregistered dealer? can we utilise the input if we pay RCM for unregister purchase?

From 13th October the URD related RCM is suspended...

From 1st July to 12th October the URD related RCM is applicable...
Also you can claim ITC for the RCM paid amount...
