GST Dealer Can Purchase Cappas (Cotton) From Farmers From Other State. Is It Necessary GST Licence In Other State Also.

No... It's not available.. 
Also you know the details of inter State supply can't make a URD. The formers are unregistered then no way for purchase... 
In case the formars are registered then you can...

u can purchase form other state but in case of 

sales in other state gst no is require
