What will be place of supply of goods if Bill to party is out of India & Ship to party is in India...also what will be place of supply of services if bill to party is out of India & Ship to party is in India?

Place of Supply will be out of India.
Section 10 (1) ( b) of the IGST act 2017 .
The place of supply of goods:a)imported into India shall be the location of the importer. 2)exported from India shall be the location outside India.
