I think no or maybe but I have paid for my clients those who are also nil return
if you will not file your return for 6 months your gstn will be automatically closes
after sometime they remove the penalty

you have to pay the Late Fee of you have setofd to claim from July and August.
if you have filed nil 3B for july and August, then SEP 3B can be filed with late fees, they can submit and file return under payable late fees. but remember to pay interest on late fees of 1.5% per month.
