Pe-2 to ipcc conversion

Respected Sir,

Sub. : PE-2 to IPCC conversion.

My name is Anup Das, earlier I Registered PE-2 Course, but due to some reason i discontineue exam, and not qualify any exam, also i not complete any Computer training and Articleship.
I dont have any document related to registration.

Now on the basis of PE-2 Registration number, i want to convert it on IPCC course.
Please guide me for required document for IPCC conversion (with ATC Registration), and process.
Can i apply online for same conversion. If it is possible then please provide Link also.
