Payment made to outsourcing agencies and accounting treatment for epf

when payment made to outsourcing agency by company whose no of labour is less than 100,as per epfo notification by central govt of both employer and employee share of epf deposited by govt in employee account.so my question is that is company pay both employer and employee share to agency in their bill of excluding epf both employee and employer
