How should be part time accounting treated and is it liable for TDS.

Yes... It's liable to TDS if it's considered under employment/consulting
Professional fees liable to TDS u/s 94J @ 10%.
If consulting then TDS will be deductible u/s 194J
If professional fees paid or credited to your account in aggregate during the FY is not more than 30000/- by each party - in that case no TDS is required under 194J.
