GST utility 3.2.3 json not generating

GST Offline Utility v3.2.3 has a confirmed bug causing infinite loading while generating JSON, especially when the same HSN appears under multiple GST rates. The most reliable fix is to split HSN codes rate-wise (e.g., 6109_5 and 6109_18), import data via separate CSV files, and clear utility cache before use. This resolves the issue in almost all cases.

Ashok ji, could you please tell me where the cache folder located for the utility?

Currently, the utility excel/CSV template requires two separate columns for hsn and tax rate. If json file is generated while using a single column for HSN & rate separated by an underscore character rather than two columns, will the gst website separate them and book them as two rows/lines in GST-1?

It worked. For me solution was: Just wait for longer time.:)

After clicking Generate File - I was waiting for 20 minutes (doing some other job) - returnd to tool. The button seen Enabled and Clicked Generate File again and worked.

Hello all, i did not find any reliable solution other than to retrying dozens of times  :)

Issue still persist on 3.2.4 and I dread filing gst return monthly. I HATE it now because of this bug and have to waste time and energy every month

Indian govt doing work at their speed, had we not filed the return for so many months govt would have penalized us and cancelled our registration but obviously they don't hold the same values and rules for themselves. 

Also, forgot to mention that I did find a website on the internet claiming to be able to generate that csv from the excel file but I was not comfortable sharing our data with some random website on the internet. 

The JSON generation error in v3.2.3 is a known issue. The root cause in most cases is duplicate HSN entries ,  the utility throws a JSON error if the same 4 or 8 digit HSN code appears more than once in the HSN summary table.

Three things to check:
1. Open the HSN Summary section in the utility. If any code appears in two rows, merge them into one (add up the quantities and tax amounts).
2. Update to the latest offline utility version from gst.gov.in. By July 2026, GST portal usually has a version that fixes earlier JSON bugs.
3. If the utility is still throwing errors, switch to filing GSTR-1 directly on the GST portal in online mode. The online form accepts all invoice details natively ,  no JSON upload needed. This is the most reliable workaround when the offline utility fails.
