Pan card inoperative so demand raise

hello experts,
as per issue many vendors have link pan card after filing tds return so department send us notice to pay 20%tds so now we should pay demand or we can get relief because after filing tds return mostly vendor link thier adhar pan card

Need to pay the demand as on the date of transaction pan was not linked
Without pan it will be a problem, apply for pan
Pay differential tds and file revised return. Adjust the additional tds by debiting to vendor.
Better not to transact without pan

Pay the amount as per demand...
Revise the TDS return...
Ask the balance/excess amount from vendors...
