Not able to file cmp-03 form portal fy 2018-19

Suppose Any Clint Opt for Composition on date of 01-04-2019.
and as per rules after getting this file filed CMP-02 , a Composition Dealer has to file GST CMP-03 within 90 days. 
but in portal there is no option for filing it.
when we try to select option its shows 

" You are not allowed to access this form as effective date of composition is not 1st July 2017."
What this is....?
