in bare act you won't find it clearly written that a registered person who start another branch in other state needs to be registered separately. but inference can be drawn from distinct entity mentioned in section 25 of cgst act. Also if you see FAQ issued by ICAI in January 2018, it is clearly mentioned in Q3 of Registration.
