The issue is that, she wants a transfer, but her boss is not ready to allow so.

Possible and eligible for transfer but only with principal approval. Convince the principal is important
Her principal is not at all ready for transfer. Can she leave the present firm & start her internship from beginning at other firm ?
Try to convince the principal. Discuss and get solution on reasons. Mostly icai stands only with members. Visit local chapter and sort out issues without pain.
