Without means in the absence of

prejudice means An adverse judgment or opinion

 generality means  having general applicability

foregoing-  previously mentioned'

After puting the pieces together the meaning that comes out is as follows

Without forming any adverse (negative) opinion regarding the general application of previously mentioned text....
