Can any one tell me the meaning of 'mutatis mutandis', which is used in the Central Excise Act, in many places?

Mutatis mutandis (literally "changes changed", from Latin) means "with those things having been changed which need to be changed" or "the necessary changes having been made" where those necessary changes are implied by a prior statement or assumed to be understood by the reader. It carries the connotation that the reader should pay attention to the corresponding differences between the current statement and a previous one, although they are analogous. This term is used frequently in economics and in law, to parameterize a statement with a new term, or note the application of an implied, mutually understood set of changes. The phrase is also used in the study of counter-factuals, wherein the requisite change in the factual basis of the past is made and the resulting causalities are followed.

I am not able to understand. Can you explain me with some simple examples?

hi Mutatis Mutandis in simpler sense means " WITH SUITABLE MODIFICATION"

Mutatis mutandis means that the basic terms and conditions, rules and regulations of the similar documents, cases will remain the same except the necessary changes having been made; having substituted new terms; with respective differences taken into consideration.
 
The term can be better understood with the help of an example as per under:
 
A land lord has executed leave and license Agreement with three properties owned by him whichl contain the same general clauses, the same obligations on the part of lanlord and the tenant and confer the same rights. In such a case all the three documents are said to be the same mutatis mutandis, that is, they are the same, if (or when) the name of the tenant , the particular descripttion of the number of propert and the area of that unit , and other such-like particulars which are peculiar to each, are changed.

it means mota moti or general accepting rule

mutatis mutandis means "with due alterations".

The  meaning   of  'mutatis mutandis' is "with necessary changes"
