whether there is any rule change relating to MCQ booklet reading before 2'o clock

Once Question papers incl MCQ Question sheet are given to you than its your choice when you read.... Supervisor cannot stop you from doing so.... Only restriction is that you cannot write any answers in that 15 mins reading time
During my ISCA exam they didn't allow us to open booklet until 2
