RCM is applicable for payment to URD,why the VRL Logistics showing ITC with RCM

RCM on payment to URD is deferred to 30/9/2019, by notification 22/2018 CT (r) & VRL logistics services are cover under section 9(3) , the GTA services which is under RCM
