local sales but delivery inter-state
we wanted to issue GST invoice in the state but buyer demanding delivery to interstate in that state he has no registration can we deliver goods as buyer address within in the state and consignee address as interstate for which buyer demanding delivery

As per Section 10(1)(b) , Yes you can deliver those goods interstate , but POS will be the Buyer place .
If the Buyer is within state the supplier will charge CGST/SGST on the invoice.
The invoice will be raise on the Module "Bill To" & "Ship To"
Under Bill To : Address of Buyer
Under Ship To: Address of person where goods is to be deliver
