Gumasta license, if firm/llp/comp., its registration, income tax filling whenever applicable, affiliation with its association, etc.

For just sales and purchase, no such provision of Motor Vehicle Act.

Yes, in some states VAT is charged on second hand transfers, but collected by RTO.
