The ITC of Electronic credit ledger of Current Financial year can be utilised against the Liability in GSTR 9 of F.Y 2017-18 ?

No you can't utilise
Can be utilise through drc 3
No you can't utilise ... you have to pay through cash
As per Notification 74/2018 CT , Liability arises in GSTR 9 can only be set-off by cash ledger
