Late fees not removed from gstr -3b

For Month : Aug '2017 ---- At   GSTR -3B ----

Till today Auto Populated Late Fees Rs. 500/- + Rs.500/  Appearing  and  Not Removed from GSTR -3B ----

Without payment of Late Fees of Rs. 1000/- . there is Not Possible to  Set Off Liabilites ----

Few days ago GST Authority delclared that there is no need to pay Late Fees for GSTR -3B ----

Please suggest how to Set Off Liabilites without payment of Late Fees in GSTR-3B
