Can an individual who has never filed his return of income, can file return in AY 12-13 including two previous years ie for 3 last previous years ?? How?

a PAN Holder can file, provided he has reasons to file for back years( i.e some tax is panding and he is filing after paying the same)
Sir dat individual is not having any PAN.?
