1)in itr4 shd in particular of business balance with bank Column- fd in personal name and ppf in personal name be also shown
2)can liabilities and assets be not equal to turnover of that financial year

Are you preparing that with your business then yes... if not then no need to show.
I have shown my personal fd in business in previous year can I omit this time as it shd not be shown
If You are shown it last year then continue the same and after that maturity You can write off the ledger.
