Revised ITR-3 has been filed on dated 04.09.2019 with refund more than 10L but still it is not processed by the department. I have asked from CPC, they said there is no problem in return...you will get intimation at anytime....they are saying this statement since last 2 months but still I have not get the same.
is there any criteria for processing the return. who will get their return PROCESS firstly?

No such criteria just depends on the department
Actually processing of the Return takes time as Sec 13(14) of the Income Tax act states that Intimation under this section will be sent within 1 year from the end of the previous year in which Return is filed .
So don’t worry it will take time to process the refund
